Our Homebuyer Readiness Training Program equips families with the tools and knowledge to confidently navigate the homebuying process and overcome common barriers. We also offer valuable financial assistance, including monthly subsidies to help with mortgage payments, as well as support for down payments and closing costs.

Scattered Sites Program
The Housing Authority of Baltimore City ("HABC") is pleased to present its Public Housing Scattered Site Homeownership Plan under the Moving to Work Demonstration Agreement (MTW).
Scattered Sites Criteria
HCV Homeownership Program
Rental assistance program that helps low-income families, the elderly and persons with disabilities afford safe, decent housing in the private market. Participants may choose any housing type that suits the needs of their family, as long as the requirements of the program are met.
Path to Ownership
Additional Assistance Programs
Public Housing residents who have completed Homebuyer Readiness and are seeking to purchase a property in the private market are eligible for up to $10,000 in Down Payment and Closing Cost Assistance.
