Program Description

The Housing Authority of Baltimore City (HABC) is proud to introduce its Public Housing Scattered Site Homeownership Plan, part of the Moving to Work (MTW) Demonstration. Through this initiative, HABC will leverage tools from the U.S. Department of Housing and Urban Development (HUD), under Section 32 of the Public Housing Homeownership Program, to help eligible families realize their dream of homeownership.

Owning a home offers more than stability—it builds equity, supports long-term independence, and creates a path to generational wealth for many lower-income families. This program is a powerful step toward turning those opportunities into reality.

Program Qualifications

  • Must be residing in a single family Scattered Sites property and interested in purchasing their current residence
  • Must complete the Homebuyer Readiness Training Program
  • Must be a first-time home buyer
  • Must meet income requirement
  • Must be in good standing
  • No outstanding debts owed to HABC
  • No lease violations within the last 3 years

Homeowner Requirements

  • Must attend homeownership counseling
  • Must receive a homeownership certificate from a HUD approved housing counseling agency.
  • Must obtain a mortgage from a financial institution
  • Mortgage loan approval must be at 75% appraised value (and be approved for additional funding to cover remaining 25%)
  • Must show ability to purchase and complete sale transaction.
  • Must make a minimal personal contribution of $1,000

Property Requirements

  • Must be a property owned and managed by the Housing Authority of Baltimore City
  • Current Scattered Sites residence
  • Property must pass HQS inspection
  • Sales price will be set at current appraised value
