Our goal is to encourage well-rounded development of our youth from cradle to career. Starting from toddler age with Our House Early Head Start, to encourage school readiness, especially in the areas of reading, math and social development.

We encourage and support our elementary and middle school youth to succeed in school by providing homework assistance and after school programming through our partnership with the Boys & Girls Club. For our college bound youth, we offer the opportunity to apply for our Rising Star Scholarship, and are proud to be marking the 10th year of existence in 2019. 

College bound or not, youth spending their time unemployed or at a job that does not provide any growth and exposure is not the goal of HABC. Our goal as an agency is to engage youth through collaborative partnerships and resources. We offer an opportunities to experience work in public and private sectors. We believe real world experiences build character and responsibility. Our intention is to help youth gain skills and educational opportunities to prepare for a successful future!

Boys and Girls Clubs

Boys and Girls Clubs programs and services are a national program model with proven success, promoting and enhancing the development of boys and girls by instilling a sense of competence, usefulness, belonging and influence. Boys & Girls Clubs are a safe place to learn and grow - all while having fun. They are truly a positive place for youth. Baltimore Housing in partnership with the Boys and Girls Clubs offers this program at two housing developments: O'Donnell Heights and Westport Homes.

HOUSE RULES: We provide positive supervision in structured after school programs, which include homework assistance and recreational activities free of cost to our residents.

Our House Early Head Start Program

Our House is a child-centered, family focused program targeting parents and their children from birth through age three, that provides free comprehensive services, either on-site in home by request, or through professional referral, to families.
The following core services provided are:

  • Infant/toddler program - developmental infant/toddler care assessment.
  • Parent Education.
  • Self-sufficiency programming: adult education/family literacy and job readiness.
  • Health education and referral for services.
  • Peer support
  • Service Coordination.
  • Outreach, collaboration, and resource development.

HOUSE NOTES: There is no cost to receive services. Parents with children ages birth through 36 months living in Cherry Hill, Brooklyn, Westport, Glen Burnie, Mount Winans or the surrounding communities are eligible for this program.

HOUSE BENEFITS: Promote optimal development of young children through the provision of parent/child activities and a wide range of developmental child care services. Assist parents in developing more effective parenting skills and fulfill their goals related to school, employment and family life. Provide supportive networks among parents in local communities. Help parents by connecting them and their children to public and private agencies as well as community resources.

Rising Star Scholarship Program

The Rising Star Scholarship Program is a partnership between Resident Services, Incorporated (RSI) and the Resident Advisory Board (RAB) that provides need and merit-based scholarships to students who have been accepted to accredited higher learning institutions.


Launched in 2009 thanks to a generous contribution from a local construction company, the program is designed to encourage academic excellence and foster leadership potential in young people. The program provides financial assistance for educational expenses of the recipient to the college they have chosen to attend, while also providing post-secondary education, role models and cultural enrichment opportunities. The contributions directly support RSI's Rising Star Scholarship Endowment Fund, which enables gifted and talented college-bound youth to attain their academic goals.

 

ELIGIBILITY:

  • Must be on the lease and a current resident of HABC public housing, rehabilitated housing, or the Housing Choice Voucher Program (Section 8).
  • A graduating high school senior who has been accepted for admission or is awaiting acceptance to an accredited college or university.
  • Cumulative GPA of 2.50 or greater on a 4.0 scale.
