Cherry Hill Transformation Plan

The CHDC is dedicated to a collaborative community process for the Cherry Hill Transformation Plan, a comprehensive master plan for 2020. The master plan is the culmination of stakeholder meetings, focus groups, public meetings, community events, and a community steering committee.

Community & Collaboration, We've Got a Plan!

Welcome to HABC's Cherry Hill Homes Housing Master Plan! We pride ourselves on public-private partnerships and this is a hallmark of the work that we do. Working together to provide equitable resources and affordable housing for all that we serve.

The Housing Master Plan is an expansion of the Housing Component and Goals of the 2020 Cherry Hill Transformation Plan. The goal of the Housing Master Plan process is to produce an actionable formal plan for bringing the community's Transformational housing goals to fruition.

The 2020 Cherry Hill Transformation Plan was created by community stakeholders and residents. HABC was one of numerous entities that contributed time and financing to the process for drafting the Transformation Plan. After decades of community self-organizing, Cherry Hill Strong (CHS) was formally created with the intention of making the Transformation plan a reality. Since CHS’s inception it has worked relentlessly to bring the Transformation Plan to life.

In the Spring of 2024, CHS received designation as a Purpose-Built Community. The Housing Master Plan will be a collaboration by HABC, CHS, residents, and other community stakeholders to advance the transformational goals of the community in redeveloping HABC property.


Together with Cherry Hill Strong (CHS) , we’re launching a process to develop a comprehensive plan for Cherry Hill Homes that builds upon the community conversations to date with the Cherry Hill community.

The 2020 Cherry Hill Transformation Plan was published in March 2020 and prepared for Cherry Hill Development Corporation. The Transformation Plan was funded by Cherry Hill Development Corporation, South Baltimore Gateway Partnership, Housing Authority of Baltimore City, Baltimore City Department of Housing and Community Development, and Weller Development. The Consultant Team consisted of Urban Design Associates, RCLCO, Mon-Win Consulting, and Kairos Development LLC. The following individuals were members of the Steering Committee: Vivian Singletary, Cordell Pickney, Claude Johnson, Dana Smith, Eric Hicks, Michael Battle, Charles Dower, Brian Greenan, James Flannery, Nikky Davis, Brent Flickinger, Phylicia Porter, Bishop Saunders, and Germano Gomez.
