Jan Goslee has practiced law in the areas of affordable housing, real estate and litigation for thirty years. Ms. Goslee is employed as the General Counsel of the Housing Authority of Baltimore City (HABC). As General Counsel, Ms. Goslee heads the Office of Legal Affairs, which includes a legal team of six other attorneys, as well as a team that conducts investigations and internal audits. Prior to being appointed General Counsel, Ms. Goslee served in the deputy capacity as Associate General Counsel since inception of the Office of Legal Affairs in 1994. During her career with HABC, Ms. Goslee has developed vast experience in many areas, including employment and labor laws; Fair Housing laws; public information requirements; agency and affiliate governance; procurement requirements; public housing requirements, Housing Choice Voucher requirements; toxic tort litigation; non-residential leases; and affordable housing development. From the redevelopment of five HOPE VI sites to the portfolio award of of more than 4000 public housing units at more twenty public housing developments being converted under the Rental Assistance Demonstration, Ms. Goslee has provided legal assistance to HABC, along with outside counsel, for the successful completion of the affordable housing transactions.

Ms. Goslee was admitted to the Maryland Bar and began representing HABC in 1986 as an associate attorney in the Law Offices of Hylton & Gonzales. While at Hylton and Gonzales, Ms. Goslee developed an expertise in insurance defense litigation. Ms. Goslee obtained her J.D. degree from The Ohio State University in 1986. She also received her M.A. degree from The Ohio State University in the area of Community Development. Ms. Goslee received her B.A. degree from Hampton University, where she graduated with highest honors.

In addition to the Maryland Bar, Ms. Goslee is admitted to practice before the U.S. District Court for the District of Maryland and the Fourth Circuit. Ms. Goslee is a member of the Board of the Housing and Development Law Institute (HDLI), a nationwide non-profit member organization that provides legal resources to public housing and redevelopment agencies, and their legal counsel. In addition, Ms. Goslee is a member of the Forum on Affordable Housing and Community Development Law of the American Bar Association (ABA). As a member of HDLI and the ABA, Ms. Goslee has participated on several conference panels, addressing legal matters affecting housing and redevelopment authorities and their counsel across the United States.
