Housing Authority says eligible residents can live in new Perkins-Somerset-Oldtown Development

(BALTIMORE – Dec. 20, 2018) – As part of the Housing Authority of Baltimore City’s (HABC) efforts to transform and revitalize East Baltimore through the new Perkins Somerset Oldtown (PSO) Development, HABC is reaching out to former residents of Somerset Homes and offering them an opportunity to return to the newly developed PSO site once it’s complete.
Residents who lived at Somerset between May 2006 and December 2008 and are interested in returning to the newly developed site may have a right to return. Somerset Homes was demolished in 2009, and the vacant land where the development once stood will be integrated into the new PSO Development.
“We encourage all residents who lived at Somerset Homes during this time period to take the opportunity to find out if they can live in a brand new home in a transformed community,” said Janet Abrahams, HABC Executive Director. “The opportunity is for former residents who were relocated during the specific time period leading up to the demolition.”

The PSO Development is made possible through a $30 million Choice Neighborhoods Implementation Grant that the U.S. Dept. of Housing and Urban Development (HUD) awarded HABC and Baltimore City earlier in the year. The plan calls for the demolition and redevelopment of Perkins Homes into a vibrant mixed income community with affordable and market rate housing, a new 21st Century School, new community amenities and opportunities, neighborhood improvements, and a supportive services plan aimed at helping families meet their goals.
“We have been very excited to take the next steps with our federal, state, city and community partners in this major redevelopment project,” said Abrahams. “This plan will replace distressed public housing with
high-quality housing for people from all income levels and create new education, recreation, and economic opportunities that will connect residents to the tools they need to achieve their personal goals.”
