HABC Executive Director says it’s time to roll up the sleeves & revitalize the community

(BALTIMORE – Dec. 5, 2018) – The Housing Authority has kicked off the two-year planning process for the Poe Poppleton Hollins Market (P-PHM) neighborhood to create a financially feasible transformation strategy to regenerate Poe Homes for current and future residents. The planning effort is funded in part with a $1.3 million Choice Neighborhoods Planning Grant from HUD, of which $950,000 is reserved to launch action activities.

The goal of this collaborative, community-centered planning effort is to create a Transformation Plan for the neighborhood with the assistance of more than 55 residents and community partners, including HUD, Baltimore City, the University of Maryland Bio-Park and Medical School, Bons Secours, Poppleton NOW, Poe Homes Tenant Council, the Southwest Partnership and many others.

“We are very excited to roll up our sleeves and begin the planning process to revitalize Poe Homes and the surrounding community,” said HABC Executive Director Janet Abrahams at the kick-off event Nov. 26. “We appreciate HUD’s support and the collaboration with all of our partners as we create a diverse and vibrant community for the families we serve.” 

The P-PHM neighborhood, which includes the 288-unit Poe Homes public housing development, is in one of Mayor Catherine Pugh’s neighborhood investment zones. Mayor Pugh and the City of Baltimore are key planning partners on the project. 

“Moving Baltimore forward requires transforming neighborhoods and attracting the level of investment that will raise the prospects of residents in long-neglected areas of our City,” said Mayor Pugh. “This latest HUD Choice Neighborhoods Planning Grant will enable us to carefully consider how best to revitalize the Poe Homes housing complex and create a living environment that is worthy of its residents and their hopes for a better quality of life. We are very grateful to HUD for supporting this important priority of our Administration.” 

Added Director Abrahams, “HABC is committed to finding creative solutions to develop and preserve quality affordable housing opportunities in sustainable neighborhoods that support families, stabilize communities, and spark neighborhood investment.” 

Baltimore is one of six cities selected to receive nearly $5 million in combined CNI Planning Grants. This is the second CNI grant in 2018 for HABC with Perkins Somerset Oldtown (PSO) receiving a $30M CNI Implementation Grant earlier this year.
