Housing Authority of Baltimore City Generated $9 Billion for Local Economies Through Affordable Housing Efforts

Latest study examines HABC’s operations and the jobs created in Baltimore and across Maryland

An economic impact study conducted by Econsult Solutions, Inc., a premier analytics and insights firm that performs studies across the country, found that the Housing Authority of Baltimore City’s (HABC) operations and investments in the preservation of affordable housing generated $9 billion for the City of Baltimore and Maryland over a six-year period.

From 2018 through 2023, HABC spent $408 million to support its housing assistance programs, operations and construction activities. HABC’s direct spending returned more than 20-times the amount to local and state economies.

The study identified several areas that generated economic impacts:
  • Operations that stimulate local and state economies through local procurement and by the local spending completed by its employees in those economies;
  • Capital investments that maintain the authority’s housing stock while supporting the local construction industry with new and maintenance construction and rehab; and
  • Affordable housing and resident programs that support the broader Baltimore housing market, while providing eligible households with additional household income and increased lifetime savings.
